Scripts don't use Dreamweaver, you do to write them. You can use Java chat apps to connect to IRC servers (or just an IRC link on the page), or you can use a shoutbox embedded on your site. It depends on how your site is written and exactly what you want to accomplish.

A "chat room" or chat channel is usually text. If you want audio and video too, search [audio video chat java] - there are loads of them. None of them will run (or even appear) in Dreamweaver, though - that's strictly for designing the content of your site. (Sites don't have design tools - your site can be edited in Notepad. YOU useDreamweaver. No one can tell, by looking at your site, what you used to design it with, unless you leave in the meta tag that Adobe uses as advertising.
