Is MoneyBookers safe? It's too easy and common for people to reverse PayPal payments, but what about MoneyBookers?

Yes chargeback can be made in MB if payment is done from credit card.

but then it's not a real MB chargeback but more of a chargeback on your CC.

Some people say that even a moneybooker payment can also be reversed but in moneybookers they have clearly mentioned "NO charge back risk for merchants".

That's right. Chargebacks initiated by a creditcard company mean Moneybookers has to play ball as it is a reputable financial institution.

What doesn't happen with Moneybookers is what happens increasingly often with PP - someone initiates a payment, receives the goods (websites, ebooks, domain names, etc.) then claims they didn't get them.

Sure, that can still be done via a CC but the chances of it happening are greatly reduced since it involves the end user filling out all sorts of paper forms and waiting weeks rather than simply opening a one-click dispute using PP.
