    You should be able to...but if PayPal doesn't allow it to happen, contact your bank or credit card processor and let them know and they should be able to assist with reversing the charges.

    Reversing gone payment from PayPal is just that easy, But through bank, It always takes time and effort.

    With PayPal you can chargeback only if you send the payment for goods. If you have sent the payment as personal you can not open a dispute for those money.
