Sure. Changing your title to include the main relevant keywords on that page, will help that page rank.

We can swap the title of the page i mean if SEO keyword is coming in first and then we can swap this to 2nd position so all over title will be same but the order of the keyword will be changed so can it help to the ranking bcz when search engine come to the site it will see like as new page.....what you say.......Or we can do directory submissions with diffrent titles....

After changing the title, should we also modify the content to reflect the keywords use as the title? Will this improve the ranking?

The title should reflect the content on the page. So the keywords should definately apear in both.

The lower the number of words in the title the more important the keywords will be seen as.
    example:
if you give ranking power a arbitrary value of 0-1

<title> dogs, cats, rabbits, horses </title>,
will target "dogs" value=0.25, "cats" value=0.25, "rabbits" value=0.25 and "horses" value=0.25.
but <title> dogs </title> will target "dogs" value=1.

Also try not to use a lot of stop words in your title "and, or, the, etc". This way the engines can see exactly what the page is about. Keep in mind that when you change the keywords in your title tag change them on your site and in any links you had previously used. I'm sure you already knew that though.

SEs look for relevance in titles before including a site in its SERPs. So a relevant title, preferably with the keywords in the text will do well on SE results.

create a title that briefly describes your site in 4 - 5 words....

too long titles can be considered as spam...

    regards!

I thought the title tag was what google paid the MOST attention to (besides PR). Title being followed by H1 tags, image alt tags, bold or otherwise highlighted words, and so on.

Title is the upmost impt when comes to SEO. Infact, i was told that if you put your chosen key words twice in your title, it will be ranked higher than someone who only had got one keyword in the title!!

    Try it

Changing the title will affect rankings because it is tantamount to a change of keyword targeting for the page. So you may go up for the new keyword and down for the old.
