For local searches it has some minor reflection.
    Generally it doesn’t.

Google says in their guidelines changing hosts doesn't affect any rankings. But I've been always too scared to get some experience on that :D

Wish that was true... Here's hoping whoever had the IP before you didnt abuse it or used it to spam with. If they did... Deindexing on MSN and Yahoo ARE possible, and huge drops on Google CAN soon follow. That is until you rebuild that IP's reputation... Takes a good 6 months to a year or so dependent on how strong of a domain you have.

About the actual PageRank, I'm not sure. But your IP has a location, say, Washington or Singapore. When people make search queries, sometimes they will opt to search for pages within the country of locality. Your site may be high up or down based on that.

it affects.. after I change from one host to another my SERP changes.. i rank higher in some keywords than before.. and some is i rank lower in a certain keyword than before.

well, i'm not sure if it is because I change host.. but that is what I noticed

Not sure becuase this thing i have never implemented and i never give answer to those question which i have not implemented. I never give answers just on assumption.

But as per the general idea i would like to say that changing ip will not effect serp anymore yes it can effect the traffic that is sure.

why traffic ? because when a visitors searches in google.com then nothing will be the problem but the problem arrive when visitors searches by particular geographical location. foreg google.co.uk or google.au etc.

    Cool mate

It affects. But in most of time if your site is reputable enough (old domain, good onsite optimization, relevant inbound links) the rankings are back to where they are in a couple of weeks at most.
