Can someone tell me if I change the IP address of my website will it affect spiders and my PR?
I'm hoping that it is all domain name based.

    Thanks

You'll probably get as many different answers as there are "SEO Experts".

No, it will not (assuming you do it right and don't have any down time).

Google's patent application describes that some IP addresses may be black-listed, which may result in this site scored lower than it would be otherwise.

If Google actually has implemented IP black listing (which I doubt) he could also be on a black listed IP now, so moving off it would make the rankings go up.

    According to Google,
I think they do have this implemented. I have experienced this myself when I had to move my website temporarily from one server to another - within a week I slipped a couple of pages.

As for your other point - it's true, it could be :)
