I need some help for the sake of SEO to change my navigation bar to CSS that way I can have my site content including keywords before the navigation bar. If anyone can convert this for me im willing to pay. the site is www.nationsubmit.com.

You can do it yourself quite easily using an unordered list tag. Google css navigation and you should find plenty of examples :)

CSS isn't going to put the page content before the nav menu. I seriously doubt it will have any effect on your SEO. Using proper formatting for your text would have better results. I did a quick find and there isn't a single H tag.

for seo does having H tags make a difference compared to just using <strong> or ?

You can use CSS to alter the appearance. It would be practical to keep the appearance of your site the same. Best of luck.
