changing adsense publisher in a domain

is there a special step in changing an adsense publisher from the current adsense publisher in a website?...a step not to violate T&C...

or all i have to do is just change all the adsense code in the domain to the code of the new adsense publiher?...

All you need to do is replace the old Adsense code with the new Adsense code.

Sure. As long as you don't exceed the maximum number of ads allowed per page (3 ad units, 3 link units, 2 search boxes)
