You need to be a bit familiar with HTML/CSS or hire someone to do it.

Changing of theme won't be a big deal unless you change the urls. But make sure you keep in mind about the recent page lay out algorithm change from google

There is no straight answer, as it really depends on the old and the new theme. In general, any change can affect SEO rankings, however this work in both ways - positive and negative. For themes specifically if your new theme is coded better than the old one, then you can experience positive movements. There are even themes with in-built SEO aspects that can eliminate the need of further SEO plugins. So its really case-specific at the end of the day ;)

Changing theme does not impact SEO for your blog ranking. But if you change any link then it should be affect.

Ok on conclusion we can say that I can change blog theme but should not change the URL. Right?

no, i dont think it would have any direct effect. but this scenario is more then possible: you change the theme to more professional one, gaining more traffic and low bounce rate, meaning that people stay longer on your site which is a good indication for google to analyze quality of your site, and maybe you can even get natural links made by visitors ;)

As long as you don't create a heap of dead links and such as a result you should be fine.

Note that you will likely jump up and down the rankings initially after you've made the change as that's what always happens when a big change like that is made, but it should fall back into where it should be after a little bit of time.
