    Are you asking about changing just the actual title of the page, or would you be changing the file name also?

    If you change only the page title, the PR of the page will not change, because incoming links determine PR. If the page is included in your navigation, it is receiving its incoming links from there, along with any outside incoming links.

    When a file name is changed though, it becomes a brand-new page without PR (Until the next PR update). If the page will be included in the navigation in the same manner the old page was, it won't take long to recover the PR of the previous page.

    When you change a file name for a page, I recommend adding a 301 Permanent Redirect if you can.

    If you have lot of incoming backlinks, don't change file name. create a new page and keep the old page

    With all due respect, why would you even consider the risk of a duplicate content penalty when you can create a 301 Permanent Redirect in less than 2 minutes?

    "Don't create multiple pages, subdomains, or domains with substantially duplicate content".

    it is a goof way ,and i agree with you ,it is not necessary to change your file name,and it is very good to add a new page ,as it can improve your PR if you add a new page.
