I don't know what the viability of an emarketing certificate would be...primarily because there is no standard. The most successful marketers are doing what no one else is doing, and are inherently ahead of the curve. If it's teachable to an extent that it's behind the curve, and not so much cutting edge. I would think the only useful "titles" would be platform specific, such as AdWords Certifited *blah blah blah* (whatever that title is). This appears to be more targeted (if it is legitimate and respected?) to university level students who have a degree, and that would be like the "prove it" aspect. But for marketers who are making it on their own I think the validation and success of past work is more indicative of skill than any kind of $400 certificate someone dreams up.
