I write about celebrities sometimes in my blog. I keep images by searching in Google or Wikipedia page. Can i use like that ? Suppose if i take a picture of a celebrity will it be copyrighted to me ? Are there any sites which provide images which are free to use ? Also one more question. I see many celebrity images in stock photo sites, can i buy them ? what is the best way to use celeb images for free ? thank you
If you didn't take the photo, you can't use it without permission. Some places might not grant permission, some might charge you a fee, some might require you give them credit. There is no standard usage on wikipedia photos - you need to click the image and read the usage permissions for each image. In that particular case, you need to credit the owner and follow the terms of the license.

you can't use wallpapers for commercial purpose. use in "free wallpaper download sites" and add this type note "if you find your copyright wallpaper then please email me i am remove your (c) wallpaper(after approval) or i am add your site link in my site. sorry for my bad english
This is horrible advice and is 100% wrong. Please ignore it. It is not your English that is bad, it is your 'legal' advice. Every word you wrote is wrong.
*I was not able to edit and add to my previous post. I am responding to your PM for more help understanding the license to that image. Looking at the link it looks like the license can be found here: http://creativecommons.org/licenses/by/2.0/ If you look at the top of that page you can see it is translated into many languages so read the one you are most comfortable with. Basically, there are many images you can use under certain rules. The rules depend on which license the image is under. The one you linked to is under "Attribution 2.0 Generic". So the rules that apply to that image can be found on the link above. It looks like you are free to use that particular image so long as you: Attribution — You must attribute the work in the manner specified by the author or licensor (but not in any way that suggests that they endorse you or your use of the work). To be honest, I have not used images under those licenses so I am not familiar with their specifics. For example, I don't see who that image is supposed to be attributed to. I would just try to read as much as you can about Creative Commons license and then just make your best effort. I am sorry I can't be more help. These are very complicated issues and I do not want to give you erroneous advice.
