Maybe you should stop using your dvd/cd/blueray drive as a cup holder and then it might work for it's original function.
If you never used your dvd/cd/blueray drive as a cup holder then it must be that the lens are dusty I recommend using a cleaning disk to clean the lens up that is a special disk that you can buy don't try to stick some camel hair to a disk with some chewing gum that ain't gonna work.
If he drive still dose't work after this then you need a new one since is cheaper to buy a new one then to repair an older one.

I guess that the problem is not with hardware, but with Bios settings.
May be your cd/dvd drive is simply locked?!;) So check it and try to reinstall OS.

Have you tried running a CD/DVd cleaner on your drive?

Buy the DVD cleaner kit from market and use it as mentioned on the kit. It should come around Rs.100 only.
