ccTLDs work better for country searches, but does .eu too?

    We all know that ccTLDs works better for country-specific SERPS.
    So, while the phrase "cars" on google.com, 1st result is cars.com, on google.de disney.de is first, and on google.co.uk, www.fish4.co.uk is first.

    So what about .eu? Do EU domains do better for SERPS in EU members countries? Is .eu a regular ccTLD that encompasses multiple countries?
    None of the search engines have a .eu extension, so I'm not sure what to think of it.
