Category Clarification?

I have a question about the Freebie and content creation category. I posted in the content creation section asking for movie reviews wheras I paid the user $5 after 10 reviews. Which I believe is very similar to blog posting/forum posting. My thread was moved to the Freebies sections saying it was in the wrong category. According to the Sticky it say threads offering services for five dollars or less. Wouldn't offering a service mean the user was going to perform a service for someone for $5 or less, not asking users to do something for them for $5 or less. I am not asking because I am received an infraction for it, rather I wanted to clarify why it is considered the wrong section. Just about every forum posting service is less than $5. Thank you.

Freebies: All Digg, Stumble, Netscape, Technorati, etc Freebies and nickel and dime type threads (threads offering services for five dollars or less) belong here.

Content Creation: If you are buying or selling content creation services this is the place. Things like blog posting, forum posting, article writing, etc.
