Google don't allow casinos etc to bid on PPC in the UK either. The question is whether it's worth reporting it, when I don't have any competing campaigns...
This is why they are still there, it really isn't worth most peoples effect to report something like this.
It is a common misconception that casinos are prohibited from bidding on AdWords. *Online gambling sites* are prohibited, but brick-and-mortar entertainment venues that offer gambling in accordance with local laws are not prohibited. For example, if you search for Las Vegas Casinos, you will get plenty of results from legitimate big-time Vegas casinos. If you own a legitimate offline casino, you can advertise it on Google.
Apologies - should have made my post clearer - Google don't allow Online casinos to advertise. Which is what 888 are doing (or, by the look of it, an affiliate site). Since the displayed domain doesn't match the landing page, I'd guess that it'll stop appearing next month anyway...
