Checked all the obvious stuff can't figgure it out.
    Ads not found on http://www.1goodreason.com/seoindex.shtml/

    Using .shtml
Set my User Profile Type to "other" is that correct?

    Per the user instructions:
1&2. Copied and loaded the ad_network.php, and the blank ad_network.txt files and they show in file manger.
Set permissions on both to 777.
    3. Didn't do anything with .htaccess because (you can skip this if using .shtml)
    4. Same (you can skip this if using .shtml)
    5. Stuck the include virtual in my footer. And it shows on the pages via view source so its really there.
    6. Validation fails with Ads not found on http://www.1goodreason.com/seoindex.shtml/

The footer's extension is only .htm
But it is used as the footer on most of the pages via .shtml includes.

Does it need to be on each and every single page of the site?
Some sections don't use the footer.

It needs to be on all pages. If the footer is .htm, it's not going to evaluate any SSI code you put within it.
