Cant use account balance!?

    I have on my Paypal account 30$, now I want to pay one bill (23$) but paypay do not allow me to pay with that money, only to use credit card.
    Can I use that money and how to pay that bill with these 30$?

    Are you from India? If yes, you no longer can use PayPal balance to make payments. You need credit card.

    No I'm not form India, I'm from Croatia, and I have verify account, just need to pay hosting on Hostgator.
