Can't Send Paypal Payment

For some reason i can't send paypal money to my friend
i got $140 trying to send $70 but when i click send
it say "add fund to your paypal before sending"
what to doooo

 

have you tried add funds before that ?

or try to email / phone paypal.

i send payment 125$ to my Clint by PayPal,

but some time pay pal cannot send payment because some reasons come into the paypal.
