Rules Can't open a new topic in buying/selling forum?

    I have read the rules..which I think are brand new. Either way I can post in threads already there but I can not create a new thread.

    Is there something I may be missing?

    No one changed anything, and the rules aren't new. You just didn't meet the posting requirements yet at the time (25 posts and 14 days, and then waiting for the cron job to run).
