cant become #1 on google, stuck at #2

    It would be hard to tell without being able to see both sites and see what the #1 is maybe missing.

    It could be from backlinks from more authority sites, keywords in title, h1 and at the bottom of the page, anchor play around and much more other things. I would definitively point at backlinks from authority sites (maybe not sitewide, but with a nice PR and that gets crawled and updated often), an .edu would definitively help.

    site optmized, a bit more hits, i guess i am starting to show up for long tail keywords but still no go at #1...
