Can't add new goals

    Hi guys,
    So, I can't add any goals to my GA account.
    The first screen - Admin -> Goals - + New goal - is not active

    Okay, Conversions -> Goals -> Overview

    And on admin tab - Create property and Create view are not active too

    What am I doing wrong?
    I tried to google it but didn't find any information
