Can't activate promotion credit to client's sccount

    I have status Google Advertising professional and use regulary promotional credits to my clients during 2-3 month.
    Yesterday while trying to activate promotion credit to new created account, I have recieved a msg:
    "This account cannot receive a credit at this time. Please contact us for more information."

    Does anybody know smth about it?

    Did you pay the $5 activation fee yet? The credit cannot be applied otherwise.
