Can you verify PayPal with EntroPay ? Is It Legal ?

    I have created a PayPal account and It seems that It needs Card Verification.

    I have an older EntroPay account with two functional cards in it.

    My account is a New Zealand account and My EntroPay is Pakistani.

    Is it still possible to verify PayPal and It it completely legal to use this method ?
