Well in answer to a couple of recent posts I thought I'd clarify this as the answer is no and yes. All clear now right? Well first read this https://support.google.com/adsense/...&subid=ww-en-et-asblog_2012-11-05&medium=link When you first get adsense via youtube or blogger the answer is 'no' as you can only use it on those two initially and not on any self hosted sites, unless you opt to get 2nd stage approval. If you submit a self hosted site as described in the above link and get it approved then the answer is yes, and once you have that approval you can use it on any compliant sites, but in most case people won't so it's a 'no' for the majority.
