Can you use the words "supported programs"

    no, you cannot. anything that confuses the visitors and misrepresent the adsense ads are not allowed

    it is a referral link to use Google Adsense

    I think you can't, anyway, you can contact adsense support and ask them.

    I wouldn't risk putting any heading over the ads, just incase.

    No, you can't. If you read the AdSense ToS carefully you will understand what's allowed.
    "supported programs" is not among the allowed titles.
