Can You Track Customers Who Click on Affiliate Links?

I am completely new to affilliate marketing and am wondering about certain aspects of it.

When someone clicks on your affiliate links and completes the desired action, is there any way to know who performed the action? For example, if I have a website that allows people to log in, is there a way to determine which logged in person completed the action?

I have used one affiliate program that allowed me to see a list of email addresses of people who completed the desired action and am wondering if this is generally the case for most affiliate programs.

The reason I am curious is that I know of a few sites that reward their users for taking part in their affiliate links (e.g. www.cashcrate.com, or www.treasuretroopers.com). So there must be some way to associate the actions with the specific people who click.

Does anyone know if the affiliates programs generally allow their affiliate marketers to offer incentives, financial or other, to perform the desired actions?
