Can You Tell if a Website is Penalized and Unable to Pass PR Juice to Others?

    As per my question.. I've was wondering if there were any ways to check if a specific website has the ability to pass PR or not.

    I've read that Google penalizes websites which prominently sell links by taking away their ability to pass PR. Is there a method to find out who they penalize and if one is actually getting the PR juice from a link in the specific website?

    Example of a site in question.
    • No NoFollow Link Used
    • Site is not a PR0 but is PR 6+
    • Openly sells links

    What information are you talking about? Information about Google taking away site's ability to pass PR because of link selling?

    Of course its reliable. Just read Matt Cutt's blog post on PageRank. (Not going to link to it here.. google it).

    i think if the site is penalized, the site can be either banned or sand box ?

    Visit websites that are linked from that pr6 site and check their backlinks for that[pr6] site.
