Can You State "Click This Referral Link"?

    I was just curious that if I wrote a tutorial on how to sign up for an adsense account could I have an Adsense referral add and say click here (the referral ad) to sign up?

    I believe you could write "To sign up with Adsense click the button below".
    or "If you want to open Adsense publisher account click on the button below:".

    Google will pay you money only if the visitor will open an Adsense account and earn minimum $100 during first 6 months. If this gives you higher CTR it's fine, there is really no possibility of fraud of any kind here.

    Is high CTR auto considered click fraud? I have a site that I personally never ever visit. I has a high CTR because it gets only a few visitors a day and it gets about one click every 2 days so the CTR is high.

    It's not, but it suspicious so it may be investigated. But only in case of high traffic sites. If you get 10000 impressions and your CTR is still way too high then you might start to worry.
