    You can certainly post an attachment in a thread,

    where it says
    "Valid file extensions: asp doc eps gif html jpg pdf php png psd txt xls xml zip"
    You can attach a file!
    I am not sure about the pm!

    If you want to send a picture through a PM you can host it somewhere like imageshack.us or photobucket.com and then use the image tags [​IMG] or send them the link. :D

    You can not send attachments. As buffalo suggested you can link to images hosted elsewhere.
