    You need Pan Card for create an account in paypal (only for Indian). Otherwise you are unable to create.

    I think I understand what OP is driving at.
    Depending on your country of operation,the ease with which you can conveniently Open,fund and verify a paypal account varies.
    You can look around for your country's methods of opening one from those who are currently using it.

    While creating account with PayPal,you need credit cards and pan card...you can add them with only one account..
    we can't use them with more than one account.if you have cc and pan card then go to paypal.com and create your own account.

    You must create paypal a/c in your own name and identity. It is risky to use paypal created in some other name.
