Can you promote your referral 2.0 link ?

Is it true that unlike Adsense for Content you can promote your referral 2.0 products and encourage clicks on them, for example you can have a short review of the product you are promoting and then have the Adsense referral link at the bottom?

If yes, then if I put a review and a referral 2.0 link on one of my forums and have tons of people download it will Google ban me?

 

I think so (not totally sure though). They are much like affiliates.
