Can you have multiple placement inside a campaign

If I am doing a content campaign, I can target the campaign to specific web sites.

But my question is I have 3 different ad groups, can I taget ad group #1 to web site #1, ad group #2 to web site #2, ad group #3 to web site #3?

Or is the placement of the ad applied to the entire campaign?

Yes you can. Placement is applied to a group. Think of a placement like a keyword.
