The site in my signature went to a PR6 in about 12 months from a standing start, then dropped back to PR5 last August. I just kept writing a new page each week and building up a few links. Once it got to PR6, I linked directly from the home-page to another new site of mine which went to PR5 in less than 3 months. However, once the main site dropped to PR5, the second site dropped to PR4, so there is certainly a direct reaction to other sites that link-in. ie if a few pages with a PR7 link to you, then that may help you to get up to a PR6, but nothing more. It's the same as internal linking: the deaper you go the less the PR. You would need lots of juicy content and plenty of inbound PR8s to reach PR7 status in my view. Possible within 6 months though with the right strategy. JB
Just depends if you get extremely lucky and your site become super popular and high profile sites start linking to you. Maybe you can think of some viral way to spread you links like the custom template idea.
It is possible, and the time it takes can depend on just when you get links. If you get good links just before a Page Rank Update happens you can jump up pretty high pretty fast. Otherwise you can have great links and still have to wait months before Google even does an update. Mubs
I went from zero to PR6 in a little over 2 months, and I don't know what the heck I am doing, so I can't see why not.

Yeah, I'm sure there's lots of examples. BlogCatalog.com just sold on SitePoint for $40K. It's a natural PR7.
Page rank is easy to get upto a 6 or higher in less then 3 months time. But its tricky and it really isnt the real deal from what I have seen.
Yes you can, wordpress theme sites often have a PR7/8 because of all the backlinks from those people that use their theme.
