Can You do This? PHP Development for my Website

I have an idea for my website but I really have no idea how to implement it and I'm definitely not a programmer. It will need to be php and mysql.

I'd like users to be able to register a username and password on my website that would give them access to a members area. This members area would allow the user to store bookmarks, copy text to store in their members area, and take notes. So basically I would like the user to come to my site, login, and then go browse my site like any visitor would. For logged in members I would like to have a floating DIV on the right side of the screen in the middle- when they hover over it, it would popout and show some options. These options would be:

--Place a bookmark here - I would like the person to be able to click this option and then click anywhere, on any webpage, of my website and it would store a bookmark in their members area. The bookmark would also have a name and an optional description field. They could then access this bookmark from the "Bookmarks" section of their members area. When they click a stored bookmark in their members area it will take them to the exact point of the specific page.
--Copy text to my notes area - If the user highlights any text on my site I would like them to be able to click a button and have it copy that text to their notes area. They could then access these notes in their members area.

The user's member area would need to be able to do the following:
--General account management. Change password, recover password, update username, change email, etc.
--Have a bookmarks section. Place where the user can quickly access their list of bookmarked sections.
--Notes section: A place where they can access their notes, create new notes, and elaborate on existing notes. Print notes. Send their notes to an email address.

    User information to collect:
    • First Name:
    • Last Name:
    • Email:
    • Password:
    • Profession: If Student.. What university
    • Country:

    ADMIN AREA:
I would like to have an admin area where I can monitor the activity of the registered users. Such as their account info, update accounts, delete account, etc. Ability to email all members of the site. Sort users by their profession and then be able to email all those people or export their info.

    ADDITIONAL INFO:
I would like to be able to expand the members area in the future to incorporate new ideas and features.

Please share your thoughts on my idea. I am open to suggestions so if you think something could be added or changed please let me know. If you think you can do this project please PM me with your info including examples of your work and your pricing etc. Payment terms: I will pay 50% deposit upfront and then 50% on completion.

You must have access to your server because I can not give you access to mine. I can however send all files you will need.

    Hello,
I think this would be very easy to do.
What price are you talking about here? $10-$90?
    Regards.
