Just something I've always been curious about...can you change your commission rate and product price at any time? Would CB notify your affiliates if this kind of change did take place?

No they don't notify your affiliates if you change price or commission rate, that's up to you to do.

kind of impossible, since there is no way to contact affiliates with CB...

so you can change them at any time, as many times you want? I am surprised.

Yes, you can change these parameters anytime. The product price for 'recurring billing' products cannot be changed. You would need to create a new product and it goes through the approval stage.
No, cb does not notify your affiliates. Its upto you.

It happens a lot actually, as an affiliate you only find out when you make a sale and it was a lot less than you expected. A perfect example of this was Rich Jerk when it dropped to $10, imagine being an affiliate and making just 20% of what you were expecting. It is worth checking sales pages and clickbank analytics regularly to make sure you don't get stiffed by publishers.

However, changing commission is just the same as throwing away your affiliates. Only stupid publishers do that.
