Can yahoo Penalize A Site?

I bought a dropped domain. I added articles and built backlinks, but the site is still not yet indexed on yahoo.

If I do a site: mysite.com, it doesn't show me anything.

So I am curious if Yahoo can penalize a site? If yes, what should I do to reinclude it back in the search.

yahoo does not. They are just slow about adding your content. Surprisingly BING has been picking up a lot of my stuff lately.

I haven't heard so much about Yahoo banning sites from the Index, but I have a few websites that Google just refuses to ever look at again. Thanks to Bing they are still worth holding on to.
