I am using xoom merchants for some of my services. After payment will the payee be able to reverse payment ? If he is using pp or cc ?
How can a "payee" reverse the money??? maybe you mean the payer ??? The payer will never reserve the payment he/she makes even if he/she pays via CC or Paypal because XOOM will Sue him/her for sure. But except for the case the payer uses stolen paypal or stolen credit card to send the money (hard to happen, Xoom has a lot of verifications)
Nice question dude. The paypal account of the money sender have some issue and paypal needs to put $$ on hold then YES paypal is able to take your money back from your bank. Do not get surprised, It is fact. bank ---> xoom ----->paypal is possible.
From what I see, the payment is final because Xoom payments to the payee uses means which are irreversible.

https://www.xoom.com/static/tos.html According to the above, a refund request is only permitted if the money has not be sent to the payee. I mean if someone does a payment pickup or bank transfer, it is almost impossible to reverse that.
