Can Wordpress do this?

I want to add an update to a site but I don't want to have it blogging style. I just want to add a title accompanying with a thumbnail and a URL to a static page content. The content will show up on the main like this. [] [] [] [] with title. As well as archive.

Other then getting it custom made, is there a plugin that can do that?

 

You could probably find a theme that looks like that.

For the title only, yes you can but im not sure about placing the thumbnail.
