    Can we withdraw to indian bank from escrow what are charges and commission's of escrow.

    For International wire transfers their rate is $40 as stated on their site that means you can withdraw to your bank.

    Can't you go on their site and check it?

    $40 is rate for a withdrawal to an International bank via wire transfer.

    $40 is charged by Escrow.com, other than that there is a small Foreign Exchange fee (200-300 Rs) charged by your Indian bank. Please remember that you'll get lower rates when getting USD to INR payments than what the current rate is.
