I reviewed the page you linked, and I agree that he's walking a fine line there. It's probably not an out-and-out TOS violation, but it's the kind of thing that might trigger a manual site review.
No! You cannot even tell people to see them. Advertisers are paying to attract customers. If anyone is searching for something like that he is going to search google.. may be come to your site.. if your site has no information he requires but an ad on the side promises so click the ad... This click should come normally...
I think he's doing some reverse psychology. When you ask people not to click, they tend to do the other way and click it. Anyway, its a kinda risky because people may click repeatedly and then you eventually will be banned. If somebody is interested in your ads, they will click and read about it anyway.
He's mentioning the ads directly which is the same as drawing undue attention to them. It's probably only a matter of time on this site...
