What do you mean by follow them? Like can you use Twitter and Google+ to get profile links indexed and counted? Or do you mean will they be dofollow links that help boost the weight of the profile links? I don't think you will get a boost from using twitter or google+ to link to submission and profile links and if you're just looking to have them indexed there are easy ways to get bulks of links indexed, if you believe Google isn't seeing them. Remember just because Google doesn't list them doesn't mean they don't see them.
