    You mean if you use a custom domain with BlogSpot, can it achieve PR3?
    If that's what you mean then yes it can.

    If I buy a PR 3 domain name in DP, Can i able to set up in my blogspot ?

    You can link up a domain with a BlogSpot blog regardless of the domain's PR. Whether the PR will stay after the next PR update is uncertain, but the domain will link up with the blog.

    Yes, you can install WP theme in PR3 domain. I bought PR3 domain and install wordpress in that. www.firmatubandera.com
