For SEO use the title tag: <title></title> This one only. The meta keywords tag is not used (except as a spam indicator by Bing). The description tag is your sales pitch in the search results (but has no SEO weight). There is zero point in the meta title tag. This is not the 1990s. Search engines don't need it now. No value. Pointless.

You can use the format that you have specified. Most of the major search engines don't use the meta keyword tag anymore, but some of the smaller ones might be using it. So there is no harm in using them. Stick to what you're doing.
I think <meta name="title" content="Live Update, General budget, Union Budget for India /> is not the best choice, other then this is fine.
