Can we not promote any website without On page SEO ?

    You can certainly promote a site without on-page SEO, but then how would you know what you are trying to rank for?

    Onpage SEO is to ensure that a website is compatible with search engine norms, so without on-page changes how can one think of SERPs rank on major search engines.
