    I would normally not recommend GoDaddy hosting from the experiences I've heard about from others, however yes you can do this and it should work.

    how can i do it without loosing data and the user base
    do we take a backup an restore it or are there any specific steps

    Godaddy hosting never recommend for WP hosting, as WP sites needs optimized servers and NGNIX powered servers are best for that.

    On the otherhand you can do that easily with export and import option under WP Tools.
