can we give -ve iTrader/rep for abandoned contests?

i wasn't sure which was the best section for this, so i decided upon the general section. i would refer an answer form one of the mods on this one:
can we give a -ve iTrader to a CH who completely abandons a contest, and doesn't even reply to our PMs?

if the answer to that is a "no", then can we give a -ve rep?!

i think doing that would be the only way to have better contests on DP
