If I'm a partner on a website that uses an API key, can both partners have a key (2000 queries) I max out after about 20 hours....so I go 4 hours with my site being inoperable. I've emailed twice for an increase in the last month, but they won't get back with me. Is it against the TOS for someone to donate their key for me to use during the down time? ED

Seems to that Question is a Question for me. It is due to bad English. How ever There are some API available for manage this kind of scenario.
I don't know what the API is doing. In many cases the API code won't allow you to call/access it from other domains. You can try. But until u mention clearly about the API (atleast the name and where u got it frm), who knows, whether it's legal or not.
It's not legal but it's just considered black hat seo / programming - if you can rotate the user ids using a script, it could theoretically work. You'll be breaking the tos but it could definitely work for you if you tried to alternate users of the data APIs
