    yes, there are two way to downgrade your paypal account
    Either Log in to your account, Click Contact Us at the bottom of the page, Click Call us.
    OR Log in to your account., Click Contact Us at the bottom of the page, Click Email us.

    Call them directly they will simply downgrade your account only if previously there are NO negative issues with your PP account.
