No you cannot add a debit card to an Indian Paypal account. You can only add credit cards. Debit and Credit cards cannot be used to withdraw your money from Paypal, they are only used to verify your accounts. However paypal provides a debit card for withdrawing money from paypal only in select countries.

You can add a US bank account to and Indian paypal account and use the us bank account's debit card to withdraw money.

You could even use Xoom for withdrawing money from Paypal in India.

Yes, that´s absolutely right. You can add a VMI card for example. It´s a quite easy and cheap way for Indians to withdraw their PayPal money.

    Kind regards

Hellfire81, I understand that you sell VMI cards so that funds from Paypal accounts can be withdrawn, could you briefly explain the concept on how the VMI works. I have a UK account which doesn't enable the use of Paypal debit cards.

As per my knowledge, you get a US bank account with a VMI card. You add that account to Paypal and transfer money to the bank. The VMI is an internationaly accepted Debit Card which you can use to withdraw your money.

Can anyone confirm it ? I have heard that VMIs are no longer supported for PayPal. Is there anyone who is still able to withdraw using VMI, specially in India without any limitation with their PayPal ?

For all of you Indian XOOM lovers: XOOM is ILLEGAL to bring money from your OWN Paypal and that too for the services rendered if you are having a verified Paypal account.

Gadgetguru now here is the clean and legal way you should conduct
    with Paypal.

First verify your Paypal account: For this do not use any debit card of any
Indian banks. They are not valid ONLINE. You can use any credit card like
HDFC, HSBC, ABN Amro, Citibank whichever you can get. If you cannot get yoruself you can use an add-on card from your other family member.

Once verfied use Paypal like charm. All restrictions will be lifted. etc. You will
feel good. When people will pay you they will see "verifed" beside your name.

Now the ONLY LEGAL way to bring money from Paypal is what they support
for India. That is cheque. Paypal issues Citibank cheque which are issued from Mumbai and in INR. The only problem with them is they are sent by ordinary post.

ALL other options XOOM, VMI Cards, Sending someone your funds and asking him to send you (money laundering) are not legal ways and
you should stay away from them.

Well, sorry to say but you are wrong in this point. Only local pick up using xoom is illegal. You can use direct transfer or cheque facility with xoom, & it is 1000% legal & doesn't break any rule of RBI. BTW, the cheques issued by PayPal don't arrive from Mumbai, they are only payable at any branch of city bank all over India. For Asia Pacific Region, they have two branches, one at Sweden & one at Singapore. You will get your cheque from either of these two PayPal branches hence it takes 15-20 days to reach your doorstep.
For more inquiry you can call XOOM on this tall free number from BSNL/MTNL land line, 1800-180-1233 (the number mentioned on their website is starting with 1600 which is old.) For other countries get the number from below mentioned link.
    https://www.xoom.com/static/help-contact.html

However Money Laundering & VMI are surely illegal.

You do not know a single rule of RBI except that is stated on the XOOM website. Sorry to say pal but really ask yourself. Remember other people might be misguided by what you post very confidently and without a proper knowledge about the subject.

Go to RBI and then go to FOREX (Foreign Exchange) department and then ask the official there in that you export services outside India. What are the legal ways you can get paid and what are the procedures.

It breaks the first rule of FEMA where one cannot really get paid without
submitting proper invoice to the authority which in your case is no one.

    http://www.eximkey.com/contents/showpage1.asp?pageid=11266

(Excuses like I am not registered with the STPI etc do not work anymore. If you are rendering services outside india and getting paid in greenback you have to follow certain rules. Period.)

Secondly how can you bring your own funds via XOOM? A client of yours
can pay you via XOOM from his Paypal. How can you pay Yourself through
    XOOM? Is that legal?
    https://www.xoom.com/static/help-overview.html

So in your case you are the sender and you are the recipient? Did you
ask XOOM if that is permissible?

Thirdly XOOM is not for commercial transactions in any countries other than Phillipines.
    https://xoom.custhelp.com/cgi-bin/x...nMuc2VhcmNoX25sJnBfcGFnZT0y&p_li=&p_topview=1

Since you are an Indian I will tell you this, FEMA (Foreign Exchange Management Act) is one of the stringent one in India and do not fiddle with it and do not take things casually. It has taken me a long time and hours of legal consultation to clear up the procedures for bringing in funds that will be treated as "service export". Dont follow anything since just next door Ravi is doing it. If you are into serious business consult a lawyer who has a few export related clients and who knows the legal procedures.

PS: Do you have a IEC number?

@hexadesigns Well, I was also thinking like you last month. I was also against the service of xoom. But at the starting of this month I was badly needing some fund to my bank & I had no other way to get the money by xoom from my PP. At that time I had called the xoom support & they themselves had told me that only local pick up is not possible for yourself. You can use xoom for yourself if you are going for direct deposit or cheque, This is just like PP sends you cheque or deposits directly to your bank. There is no basic difference if you get cheque from PayPal or from xoom, ultimately the entry will be done in your bank, so no problem. My dad is on a good post at Bank of India & have also confirmed with him the same. If xoom cheque is against RBI, PayPal cheque is also against RBI. If PayPal cheque is legal, xoom cheque is also legal.

Agreeing on what you said I only wonder how do you carry business without proper export documentation with the respective authorities? If you really follow the export rules, you simply cant bring in funds like that. If you are not following the rules you are on the wrong track. When your business grows and subjected to audit you will face terrible problems with these methods, and remember your past history will be pulled in. (You might think okay when I grow I will follow the export rules, but you will be questioned what you did in the past. If you cant explain you just might be in trouble.)

So my suggestion to you and all of my fellow indians is to follow some basic export rules which are not hard to follow and can be easily maintained. I will be more than glad to help you with my experience and knowledge. Because I do not want another Indian facing the same which I had faced in my career.

    Cheers!
